Your car's headlight lenses are made from a polycarbonate. It's a strong and durable material, but is also porous and prone to crazing and UV damage.
To protect this material, the manufacturer applies a hard clear coat to seal the polycarbonate. Over time, this coating gets degraded and you'll start to notice scratches and yellowing. To properly restore your headlights, the remnants of this coating needs to be removed, the scratches polished out, the surface etch primed, and a new coating applied.
